Lloyd's List Intelligence said ships must now give Iran's Revolutionary Guard their manifests, crew details and destinations for vetting before transiting, and that at least two vessels had paid for passage in Chinese yuan. Fars and Tasnim quoted lawmaker Mohammadreza Rezaei Kouchi as saying parliament was pursuing a plan to codify Iran's sovereignty over the strait and collect fees.

Why it matters

A legal fee regime would turn a wartime chokehold into a standing claim over an international waterway, a step Gulf Arab states and the U.S. are expected to oppose.
