Iran's Supreme National Security Council announced a new body to manage the Strait of Hormuz; the authority said passage without its permission "will be considered illegal", and the IRGC said fibre-optic cables under the strait could also be made subject to permits. Iran said its technical teams were negotiating a transit mechanism with Oman.

Why it matters

The authority formalised Iranian control claims over the strait that Washington and the Gulf states had rejected.
