Treasury and the State Department sanctioned the Iran-based Amin Exchange and front companies in the UAE, Turkey and Hong Kong that they said laundered money for sanctioned Iranian banks, plus 19 vessels carrying Iranian oil and petrochemicals. Treasury said it may impose secondary sanctions on foreign banks, including those tied to China's independent "teapot" refineries.
