Kuwait says IRGC members tried to infiltrate Bubiyan Island, summons Iran envoy

Kuwait said it arrested four men who confessed to IRGC membership after they tried to reach Bubiyan Island by fishing boat to carry out hostile acts; two escaped after clashing with Kuwaiti forces and a Kuwaiti soldier was wounded. Kuwait handed Iran's ambassador a protest note, while Iran said the four were sailors whose navigation system failed and demanded their release.
Why it matters
Kuwait accused Iran of an armed infiltration, the most direct charge a Gulf state had made since the ceasefire.
