Defense Minister Israel Katz said the military will control a security zone in southern Lebanon up to the Litani River, that residents who fled north of the river will not return until northern Israel is secure, and that Israel will apply "the Rafah and Beit Hanoun models" by destroying houses in border villages.

Why it matters
